A Brief History of SETC 1976 - 2000

1976 SETC chartered by LIUNA to represent State Civil Service and CSU Skilled Trades and maintenance workers in the California State system.

1979 SETC conducted a successful "Trades Strike" of California State workers in several departments: DWR, General Services, Corrections, DDS, and many other State agencies. SETC starts organizing the CSU Skilled Trades (19 Campuses)

1980 SETC wins "Skilled Trades Unit" in CSU with the State Public Employees Relations Board (PERB).

1981-2 SETC WON the bargaining unit rights for CSU Unit 6 Skilled Trades over CSEA and Operating Engineers.

1982 SETC is First Union to push the bargaining process to "Impasse" panel to settle first contract; major Victories include: contracting out language, union rights, layoff procedures, assignment of work, grievance procedure, hours of work, overtime, etc.

1983 SETC wins major grievances and Unit 6 Steward Structure, SETC wins Paid Dental Plan, negotiates rates with CSU.

1984 SETC wins Major Arbitration cases: Contracting out at Northridge, Fullerton, and several campuses. SETC wins Safety Shoe Grievances: Sonoma and LA State. SETC starts Joint Apprenticeship Program for 2 trades: Auto Mechanic and Locksmith. SETC files and Wins Unfair Labor Practice against certain CSU campuses: Long Beach, Sacramento, San Diego, LA State, Fresno, San Francisco, Hayward, etc.

1985 SETC wins bigger improvements in 2nd Contract: more Union Rights, Stewards rights, release time, safety protections, etc. SETC wins Paid Vision Plan and Disability Insurance for injured workers.

1986 SETC negotiates a 10% Salary Increase for Unit 6 Trades workers. SETC wins Arbitration Case winning Temporary Employees new Permanent Positions.

1987 SETC conducts Trades Salary Survey and Lobbies in Sacramento. SETC negotiates for Trades Rates IN CONTRACT. SETC expands Joint Apprenticeship Committee and Includes New Standards.

1988 SETC negotiates Contract Re-Openers in Sacramento: GOVERNOR DEUKMEJIAN VETOES MONEY FOR STATE WORKERS UNTI L JUNE 1ST OF THE YEAR FOR ALL STATE EMPLOYEES; KAGEL ARBITRATION FILED AND WON. SETC IS THE ONLY UNION TO WIN 6 MONTHS RETROACTIVE PAY (January to June of 1988) FOR ITS MEMBERS.

1989 SETC PUSHES MAJOR LOBBY EFFORT IN SACRAMENTO AND WINS $1.9 MILLION FOR UNIT 6 AUGMENTATION. SETC WINS LANDMARK CONTRACT FOR UNIT 6 - 6-33% PAY INCREASES FOR UNIT 6. Improvements in Safety, Apprenticeship, Union Rights, Pay, Life Insurance, and other special pay items. SETC continues Political Action efforts: PAC funds.

1990 SETC finalizes the Joint Apprenticeship Program to include 10 Basic Trades - Carpenter, Painter, Plumber, Electrician, BSE, Refrigeration Mechanic, Auto Mechanic, Locksmith, Sheet Metal Worker, and Operating Engineer.

1990-1 SETC NEGOTIATES TO AVOID LAYOFFS: SAVES JOBS at several CSU campuses: Northridge, Fullerton, Long Beach, etc. SETC establishes State-wide Health and Safety Committee for Unit 6. Implements safety protections, training and ASBESTOS PAY AND HAZARDOUS MATERIALS PAY.

1991 CSU conducts major layoffs throughout the State: 80 Workers

1992 Budget shortfall in Millions: governor Wilson cuts back; SETC fights Layoffs and files multiple grievances at various campuses. SETC FIGHTS TO PROTECT HEALTH BENEFITS; SETC & LIUNA conducts special Health and Safety training at Monterey Bay and San Jose State: Asbestos & HazMat. SETC lobbies State Legislature on Health Benefits Formula. SETC wins approval from the State Division OF APPRENTICESHIP STANDARDS (DAS): Expanded Apprenticeship Program.

1993 SETC FILES & WINS UNFAIR LABOR PRACTICES AGAINST CSU DUE TO CSU NOT PAYING FULL HEALTH CONTRIBUTION RATES AS PER CONTRACT. State Budget in the DUMPS, State Freezes PAY and Benefits, Governor Wilson refuses pay raises for Higher Education.

1993-4 SETC MAINTAINS UNIT 6 CONTRACT DESPITE attempts by CSU to negotiate "Takebacks" from Unit 6 (CSU successful in other bargaining units). SETC continues to fight layoff grievances: SAVES JOBS. Unit 6 WORKERS REHIRED ON SEVERAL CAMPUSES.

1994 SETC FIGHTS MORE LAYOFFS: NEGOTIATES FOR USE OF "MINOR CAPITAL OUTLAY" DOLLARS TO AVOID UNIT 6 LAYOFFS AND BRING BACK TRADES WORKERS AT SEVERAL CSU CAMPUSES. SETC fights for small Pay Raises in State Legislature and at bargaining table, Unit 6 wins small PAY Raises, maintains Unit 6 Jobs, SETC negotiates for Increases to Health Benefits Formula.

1995 SETC WINS LAYOFF ARBITRATION: San Bernardino, LA State, and Stanislaus. CSU forced to rehire Unit 6 employees.

1996 SETC WINS Grievances on contracting out Unit 6 Work.

1997 SETC offers LIUNA Pension Plan with "Past Service Credit" for SETC/LIUNA Union members. SETC WINS ENHANCED DENTAL PLAN.

1998 SETC fights for Pay Increases and protections in the new contract. SETC helps CSU obtain more CSU money from Legislature, SETC helps CSU, UC, & Community Colleges on Ballot Initiative for Construction and Capital Outlay Projects, SETC settles Contracting Out Grievances at Monterey Bay and Channel Islands, Proceeds to Arbitration at Stanislaus and Stockton. SETC negotiates Salary Re-Opener Increases and protects contract. SETC conducts Unit 6 Salary Survey and shows Legislature serious SALARY LAGS for Trades. SETC increases Political Action: Elects Governor and Legislators.

1999 SETC lobbies the State Legislators and Wins Pay Raises. SETC WINS CalPERS Bill, Agency Shop Bill, SETC BARGAINS FOR 3-YEAR CONTRACT: MAJOR IMPROVEMENTS - Longevity Pay, Shift Differential Improvements, Classification Study, Equity Pay, and General Increases. SETC and CSU Salary Surveys show Serious Salary Lags for Unit 6 and Lobbies State Legislature for Augmentation. SETC negotiates "1999 Deal". SETC WINS UNIT 6 EQUITY Money - $889,000 supported by Chancellor REED and Legislator. Governor Vetoes $889,000 after CSEA and others ride our coattails and boost it another $8.5 Million. SETC Lobbies Legislature for AB 644, the Budget Restoration Bill. CSU DOES NOT SUPPORT AB 644. SETC files Unfair Labor Practice with the State P.E.R.B. CalPERS & CSU/SETC Implement Improvements for State Miscellaneous (Unit 6) workers, SETC fights Major Contracting Out Arbitration case at the new Stockton campus (CSU Stanislaus).

2000 SETC obtains "PERB COMPLAINT" against CSU on the "1999 Deal", LIUNA MEETS WITH GOVERNOR DAVIS - MAKES DEAL, SETC NEGOTIATES ANOTHER "Landmark Contract" for Unit 6: 4-13% EQUITY PAY INCREASES DEPENDING ON CLASS, Longevity Pay, and Reduction in PBSI Funds. SETC Lobbies Legislature on "FOUNDATION/AUXILIARY Organizations Bill (AB 1935), AB 1935 passes Assembly
